[occ2] Aerobar use on club rides

Members, 


Since club rides have begun again, this would be a good time to remind people about the OCC policy on the use of aerobars during club rides. 

While it is not necessary to remove the bars, they should not be used when riding with the group. If you wish to use the bars, you need to be either behind the group or leading the group.
