[occ2] East TT course construction signs

From: mailto: Not sure if they were there last night but as of this morning there were construction signs on Chestnut Ridge near the TT start line and loose stone signs on Black Creek The roads were all in ridable condition as of an hour ago but it seems like that may not be the case for long I ride out there regularly and will let Brian know of any issues
